As societies grapple with the transformative effects of data and data-driven technology, the need to challenge underlying power structures in data systems has never been more crucial. Unfortunately, too many people are still excluded from data design, collection, and use and are ultimately harmed by data’s unfair and inequitable use. Community-led action is key to creating data systems that empower rather than harm—and across the globe, young grassroots activists and community leaders are recognizing the potential of data to bring about positive change for their communities. The Data Values Advocates Program was set up to support and harness the power of these leaders in creating a fairer data future.

The Data Values Advocates program is a core part of the Data Values Project, a global movement working to create a fairer data future and to ensure that those most affected by unequal and unfair data processes are at the forefront of shaping a more equitable world.

The Data Values Advocates Program was developed to support people, especially young people and those often marginalized or from underrepresented communities, to have a voice in data and participate meaningfully in how data is designed, collected, managed and used. The program is structured around supporting a small cohort of advocates selected each year from around the world to lead locally based projects that promote and implement the Data Values Manifesto—a shared agenda developed by hundreds of organizations focused on equitable data norms, rights, and governance practices. Through the program, advocates are supported with bespoke training, mentorship from leaders in the field, microgrants for community interventions, stipends for their time and efforts, opportunities to network and an international platform to share their stories.

Mayuri Dhumal

Mayuri Dhumal is a community leader from India who joined the program to use data to better represent the lives of rural women and girls. Watch her video here.

Mayuri noticed that the government was not providing services promised to the region on access to water which meant that young girls and women were having to miss school and work in order to collect water for their families. To change this Mayuri worked with 20 women and girls from 3 villages in Nashik, Maharashtra, collecting data to understand the impact of water scarcity on their lives. She worked with the women and girls to build their capacity to collect, understand, analyze and use data to solve their issues at the local level - skills that they can use to improve their communities for years to come. Mayuri utilized the data she collected to use in advocacy to government decision makers officials and published in local and international media to demand change. As a result of her data advocacy  officials committed to investing in supplying sufficient water tanks to these communities and allowing these women and girls to focus on their work and school instead of spending hours traveling for water collection.

Yazid Mikail

Yazid Mikail, a passionate young policy advocate, data scientist, storyteller, and climate activist from Katsina State, Nigeria. 

He saw a pressing gap - the lack of  data availability and accessibility, and its effective use to inform policy formation and advocacy efforts in his community. Driven by this insight, Yazid joined the Advocates program focused on strengthening policy engagement and advocacy through data in his community. Through the program, he organized and led an inclusive capacity-building workshop on Data Values. The workshop had over 30 participants, including representatives from the Nigerian Bureau of Statistics, the state Budget and Planning Ministry, people living with disabilities, youth groups, community and leaders of civil society organizations. A co-created implementation strategy on Data Values was developed as an outcome of the session. It will serve as an advocacy tool for organizations in the state to further engage government policymakers to ensure increased investment in open and responsive data systems and inclusive data processes that represent the lives of community members in Katsina State.

Joon B

Joon B is a youth organizer from South Korea and an advocate for data privacy, digital surveillance, youth empowerment and has experience working in artificial intelligence. Watch his video here

Recognizing that young people are the most digitally connected worldwide, generating vast amounts of data, yet often lack awareness and representation in data privacy and processes, Joon took action. He brought together 50 young leaders from 18 countries for the Data Values Bootcamp—a dynamic three-day workshop designed to raise awareness and equip participants with practical skills and knowledge on Data Values, privacy, and responsible technology. During the bootcamp, participants engaged in technical training and presentations, and were provided with mentoring, networking and career advice with leaders in the sector. The Bootcamp also led to the creation of a youth network where participants regularly connect, and engage in topics related to Data Values and share opportunities and events. Bootcamp participants have since inspired others to get involved, lead action on community challenges and been vocal on data issues on social media. In 2024, Joon conducted a second iteration of the Data Values Bootcamp with more speakers, workshops and engagement opportunities as an alumni of the program. 

We continue to engage our advocate community beyond the duration of the program through  the Data Values Advocates Alumni Network. This offers advocates opportunities to continue to engage with the Global Partnership network, take on speaking engagements and  gain support to demand a fairer data future. Our completed cohorts of advocates also serve as mentors for the upcoming advocates, helping to build a sustained network of community champions and share their experiences and best practice.

Data Values in action

From facilitating workshops with community leaders and policymakers to conducting training sessions with women with disabilities, empowering them to advocate for their data rights, and engaging young people on AI and data privacy, the breadth of our advocates work has shown the transformative potential of community-led action. It has served as a catalyst, supporting others—particularly those from marginalized communities—to engage and advocate for more equitable data practices.

The advocates play a pivotal role in co-hosting sessions and speaking at prominent events, in person and virtually. These include global gatherings such as RightsCon, World Data Forum, EuroDIG, Digital Rights and Inclusion Forum, Festival de Datos, Summit of the Future and many more. By contextualizing the Data Values Manifesto and amplifying its five principles within their communities and beyond, they became champions of the Data Values Project.
