
In a major step toward strengthening inclusive data systems, Colombia’s National Administrative Department of Statistics (DANE), in partnership with the National Statistical System (SEN) and the Global Partnership for Sustainable Development Data, convened a national co-creation workshop to develop a Maturity Model for Citizen Data.

Held on June 5, 2025, the workshop brought together 23 civil society organizations to design a practical framework for improving the quality, reliability, and visibility of citizen-generated data. Through hands-on group work, participants outlined key dimensions for the model that would support better recognition of community-driven data within national systems.

“The process we are undertaking in Colombia, Kenya, and Ghana involves sharing ideas, working with civil society, and recognizing contributions from actors who work directly with communities,” said Fredy Rodríguez, Senior Regional Manager at the Global Partnership. “Inclusive data and citizen data methodologies allow for the possibility of working hand in hand with civil society, academia, and communities. This maturity model is, in itself, an innovation.”
The event is part of Colombia’s broader efforts under the Make Inclusive Data the Norm initiative to embed equity and participation into how data is produced and used.
